摘 要：由于对技术侦查措施内容理解的偏差，导致技术侦查措施在实践中产 生了在执行主体、办案模式、批准程序以及材料运用等方面的问题，应当从以 下方面予以改进：应明确规定检察机关有自行执行的权利；转变观念，运用“由 证到供”的侦查模式；完善技术侦查措施的批准程序；收集的材料尽可能转化 为证据。对职务犯罪使用技术侦查，适应职务犯罪的特点，是在控制犯罪与保 障人权冲突中取得平衡的最佳选择。为了防止技术侦查的过度使用和对舟民权 利的过度损害．我国在职务犯罪侦查中使用技术侦查应坚持重罪原则、必要性 原则、相关性原则和审批原则。85775
