摘 要 规划的本质就是用最少的土地创造出最多的经济效益。在规划实施后进行的评估是为了及时反应实施的效果，并且找出本轮规划中存在的问题，以此来为下一轮规划打好基础。对规划进行评估有很多指标，本文就以现行规划中的总量指标、增量指标和效率指标为评价指标，对海门市 2009 至 2013年的规划进行评估，主要是对耕地和基本农田的保护以及新增建设用地的控制、土地集约节约利用状况进行分析，得出在此次规划中是完成对耕地和基本农田保护的实现程度，对新增建设用地控制的实现程度，还有土地集约节约利用水平的提高，流量指标的偿还的任务，依法用地情况也良好。 由具体实施情况和布局分布的特点的分析可以知道在海门市主要存在指标刚性过强，弹性不足的问题，对耕地保有量的实现上还是有一定差距的。对此提出了根据规划实施评估结论及时启动规划修改、核减基本农田指标的建议。对于农村建设用地散乱和新增建设用地规模过大的问题提出要增加流量指标和城乡建设用地挂钩的建议。基于海门市自身耕地面积较少的特点，就更加需要注重指标的完成，并且为下一轮规划做好准备，实现整体小康的同时，也要切实做好耕地和基本农田的保护，这样才能完成整体和谐发展的目标。 37422
