摘要：特大型城市作为区域甚至国家的经济、政治、文化发展的动力，发挥着辐射和带动一方的重要作用。但由于人口密集、基础设施发达、经济活动频繁、人员流动加速、财富快速集聚等特点，会造成特大型城市风险的加剧。要想从根本上改善特大型城市的安全状况，就必须加强城市安全文化建设，提高全体社会成员的安全文化素质。为此，本文对城市安全文化的概念、特点及功能进行了系统的介绍。通过文献研究和问卷调查分析，阐述了上海安全文化建设的现状。针对上海的实际情况并结合安全文化“四分法”理论，分别从观念、行为、制度、物质四个层面构建了城市安全文化建设的核心内容，同时吸收借鉴国内外城市安全文化建设方面的先进经验和成果。针对城市安全文化建设的内容，本文构建了多视角、全方位的城市安全文化评价指标体系，采用灰色综合评价法和未确知测度对城市安全文化进行了评价，以期为上海城市安全文化建设工作提供理论和方向上的支持。38465

Construction of Safety Culture in Megapolises
——A Case Study of Shanghai
Abstract: Megalopolis, as the driving force of economic, political and cultural development of the region and even the nation, plays an important role of radiating and mobilizing the entire area. But due to the characteristics of dense population, developed infrastructure, frequent economic activity, accelerated flow of personnel, and rapid wealth concentration, risks of megalopolis would increase. In order to fundamentally improve the security situation in the megalopolis, we must strengthen the city safety culture construction, and improve the safety culture quality of all the members of the society. To meet this end, this thesis introduces the concept, characteristics and functions of city safety culture. Through document research and questionnaire analysis, this thesis expounds on the present situation of the construction of safety culture in Shanghai. By combining the Shanghai's actual situation with the “quotation theory” of safety culture, we build the core content of city safety culture construction from four aspects, which are concept, behavior, system and substance, at the same time absorbing the advanced experience and achievements of city safety culture construction at home and abroad. According to the content of city safety culture construction, this thesis constructs a multi-perspective and all-around evaluation index system for urban safety culture by adopting grey comprehensive evaluation method and unascertained measure to assess urban safety culture, in the hope of supporting safety culture construction in Shanghai city with theory and direction.
