摘要:随着我国市场经济体制的不断完善,房地产业成为了我国国民经济的支柱产业。我国的工程建设项目投资金额很大,建设项目数目日益增多,对于房地产项目而言,工程项目的投资造价是需要重点关注的部分。建设单位是整个工程的投资者,是建设项目的主体、决策者和组织者,能否有效的对工程造价进行控制和管理,发挥项目最大的经济效益是建设单位的主要目标。因此,工程造价管理是建设项目资源达到最优化的关键因素,是建设单位投资成本控制的的核心。但是在我国社会迅速发展的背后,存在着巨大的资金浪费的行为。例如概算超过估算、预算超过概算以及结算超过预算的“三超”现象,严重影响着建设单位经济效益水平。因此本论文通过研究建设单位的工程造价管理现状与存在的问题,研究得出工程造价管理措施。62097

本论文首先介绍了建设单位工程造价管理的研究背景和研究意义,阐述了建设单位的工程造价管理是建设项目的关键组成部分,是保证投资效益最大化的重要因素。通过国内外工程造价管理现状的对比,发现我国现阶段的建设单位工程造价管理虽有点小成就,但还是存在一些问题。因此在了解了建设单位工程造价管理的基本理论之后,得出了全过程工程造价管理的重要性,在此之后,我分别从投资决策、项目设计、项目招投标、工程施工、竣工结算五个阶段了解发现我国建设单位工程造价管理的不足之处,并从全过程工程造价管理的角度深入研究分析,最后针对不同的阶段找出合适的对策和措施,以保证建设单位的投资造价得到有效控制,达到经济效益最大化。

But behind the rapid development of our society, there is a huge waste of money behavior.
