摘要农村卫生服务站作为新医改的重要组成部分，也是在我国最基层的实现形式，其建立不仅给农村群众带来了健康和卫生的福利，也在很大程度上改善了农村居民的生活条件和水平，给社会的稳定和团结带来极为重要的促进作用。但是，我国现阶段农村社会生产力仍然处于一个不高的水平，医疗卫生的投入相较于城市有很大差距，同时医疗体制的不健全也给农村卫生服务站发展陷入困境。如何发扬卫生服务站带来的社会公益，以及如何走出发展困境，是本文需要探讨的主题，也应该是社会需要思考的问题。68264

Abstract

Rural health service station as an important part of the new medical reform, but also in the form of realization of the most basic, the establishment of the rural masses not only to bring health and welfare, but also to improve the living conditions and level of rural residents is to a great extent, to the stability and solidarity of society brings extremely important role. However, the rural social productivity in the present stage of our country is still at a low level, health inputs compared to the city there is a big gap, at the same time, the medical system is not perfect but also to the development of rural health service station in trouble. 1  引言

1.1  研究背景

早在20世纪50年代，我国就提出过要建设“社会zhuyi新农村”的概念，建设新农村就是要维持农村以及全社会的安定。但是由于在当时，我国农村社会的生产力非常低，广大农民的温饱还难以保障，主要是为了解决农民的穿衣吃饭和粮食需求问题才去发展农业生产。直到近几年，为了提高全体公民的身体素质和健康水平，中央、国务院于2009年3月17号公布了《关于深化医药卫生体制改革的意见》，这也就是新医改的指导思想。当然也包括城市和农村的相关卫生体制改革。本论文主要调查、研究的是新医改环境下的农村医疗卫生服务站，探讨服务站对农村的社会公益性以及在农村的发展困境。
