摘要描述与分析温州金融改革的背景、主要内容及其进展。通过对2001年以来温州市国民经济与社会发展统计公报的相关数据进行分析，描述金融改革实施前后当地农村居民生活水平的变化情况。描述与分析温州金融改革前后当地农村地区农户、中小企业的投融资变化。通过描述农村地区的组织结构、产业结构以及创业扩散三个方面的变化，探索金融改革对当地农村经济发展的影响机理。通过具体案列，描述与分析温州金融改革前后立人集团高息民贷案对当地农村居民收入、负债和金融投资的影响。描述温州金融改革举措实施中存在的问题，有针对性的提出未来温州金融改革有效落实的政策性建议。

Abstract

Describe and analyze the background, the main content and the progress of Wenzhou financial reform. Based on the relevant data from the economic and social development of Wenzhou since 1996, describes the changes in living standards before and after the implementation of local rural financial reform. Describe and analyze the investment and financing of local farmers and small and medium enterprises in rural areas before and after the Wenzhou financial reform. By describing the changes in the three aspects including organizational structure, the industrial structure and the proliferation of entrepreneurship in rural areas, explore the impact of financial reform on the mechanism of local rural economic development. Through specific case out, describe and analyze the impact of the case of Wenzhou Liren Group high-interest loans on rural residents' income, liabilities and financial investments before and after the Wenzhou financial reform. Describe the problems exsited in the implement of Wenzhou financial reform, put forword some targeted and effective recommendations helpful to the implementation of Wenzhou financial reform in the future.
