摘要：传统的招标都是采用会议评审制的方法，由于时间过长，人为因素不可控，地点固定等，组织一次招标评审需要花费大量的人力物力，并且效果也得不到保障。在科技高速发展，计算机网络快速推行的时代，那些需要大量人力的工作慢慢被计算机取代，网络也慢慢成为了解决物理距离过长协商调解不及时不准确的最佳解决方案。因此网络招标也将慢慢走入大众的视野，其信息化的过程不仅节省了招投标过程的时间，而且遵循了公开、公平、公正和诚实信用的原则，从而实现“绿色投标”。

本文分析了当代招标评审的时代背景以及主要需求，采用了B/S体系结构设计了这个基于WEB的网络招标评审系统，通过Eclipse软件采用Java语言搭建系统框架，实现网络招标评审系统的主要功能，配合Sqlyog管理Mysql5.5数据库实现对招标商，投标商，招标项目以及专家评审的管理。系统区分了4个单位的不同职能，各司其职并相互配合，在公正公开的环境下完成招标—投标—评分—分高者得这四个过程。为用户提供一个公平、快捷、方便的网络招标平台。

本系统指在简化招投标过程，节省经费，增加招投标透明度，促进竞争。网络技术这一新生科技手段，能不断得对网络招投标过程进行创新与规范，评审这一功能能够有效控制招投标商的门槛，大大提高招投标的质量与结果。

The Eclipse software is used to build the system framework of Java to realize the main function of the network bidding and evaluation system, With Sqlyog management Mysql5.5 database to achieve the tender, bidders, tender and expert review of the management. The system distinguishes between the four functions of each  unit, performs their duties and cooperates with each other, and completes the bidding in a fair and open environment - the bid - the score - the four processes.
