摘 要：产业布局是产业各个部门、各要素在一定区域内部的动态组合分布，它反映产业生产力在一定区域内空间分布和组合结构。本文从产业结构调整视角，采用20个地市1县的统计数据，通过空间统计分析方法、文献参考法、数据分析法来研究淮河生态经济带产业空间布局。以国家级绿色农产品和食品基地为依托，发展现代化农业生产；以新型煤盐碱化工、电子信息、高端装备制造、新能源等产业为基础，推进经济带内产业结构升级，打造若干万亿级产业集群；以千里淮堤为主干，推进区域内城市的文化旅游产业的发展，最终形成产业协调发展的产业空间布局。 94044

现阶段，我国的生态经济带的建设都有一个明显的特征：以河流为依托，具有跨区域性。比如徐长乐在分析长江流域上中游地区资源要素禀赋差异的基础上，提出了长江经济带产业结构相互融合产业协调发展的理念[1]。方创琳在分析黑河流域生态经济带分异协调规律的基础上，提出黑河流域生态经济带上中下游多维互动的协调耦合发展模式[2]。柳天恩在研究辽宁沿海经济带的基础之上提出了推动区域产业内外联动发展的设想[3]。董锁成等在分析宁蒙陕甘沿黄地区区情现状与基础条件后，提出宁蒙陕甘沿黄生态经济带建设战略构想及相应保障措施[4]。但是在我国生态经济带建设研究中关于淮河生态经济带产业布局建设却很少涉及。
