3.1 Brief Introduction to GWR
With the implementation of the reform and opening-up policy and development of socialist modernization, China has played a significant role in the international community and its comprehensive national strength has been dramatically improved. The annual Report on the Work of the Chinese Government has gradually become a social focus and an effective channel for knowing the functions of Chinese government by international community. It is just like a window through which the world is able to know China due to its authoritativeness, comprehensiveness and scientificity.
Issued by the People’s Republic of China, GWR, as an official document, usually incorporates three parts, that is, the review of last year’s work, the description of current work tasks and government self-improvement.
The first part reviews last year’s work of government. Prior to introducing the government accomplishments and the completion status of basic economic indicators, GWR reviews and sums up government’s work in last years. And then it expounds the work performances and results in the fields of economy, culture, social welfare, people’s livelihood policies, health care, education and so on in great details.
The second part describes current work tasks. Not only does this part summarize the work government did last year, but reports government’s working plan and goals of this year. The third part relates to government self-improvement. This part elaborates such realms as government work style, construction of democratic system, administration according to law.
As the most authoritative political and official document, GWR has its own styles and characteristics as well.
GWR, first and foremost, is involved with a formal description. Different from common expression, the report is required to use formal words and expressions in that it is the most authoritative and authentic source of China’s development prospects and latest national conditions. Formal lexical items are used to display the solemnity and authoritativeness of study on Chinese-English translation of lexical items with Chinese characteristics in 2015 Government Work Report based on Nida’s functional equivalence theory. It is the symbol of the Chinese government in foreigners’ eyes.
Secondly, GWR is involved with Chinese characteristics. Owing to its uniqueness, the report mainly discusses Chinese issues with a wide scope, which is from economy, politics, education, health care, foreign affairs, environmental conservation to social security. Thus, it is obviously with Chinese characteristics. A large number of four-word characters exist in GWR, in particular, four-word idioms, showing the unique way of Chinese. What’s more, a number of Chinese slogans and figurative expressions appear in GWR. It would be particularly hard for foreigners to understand them if Chinese slogans and figurative expressions had not been explained further.
