摘要：随着改革开放，中国的城镇化率不断上升，大量的农村劳动力转移到城市中，但城市的快速发展的同时，农村却迟迟得不到正常的发展，农村的建设问题一直是我国重点需要解决的问题之一，将农村和城市发展的有机结合，是当今解决城乡问题的一个突破口。现如今“美丽乡村”的建设不仅对乡村地区的面貌有很大的提升，保护和传承中国的传统文化，还能促进农村地区基础设施的建设，提高农民的收入，减少城乡差距。25666

本文主要为了研究“美丽乡村”建设的一些经验，从三友湖村的乡村建设的过程和现状问题，分析“美丽乡村”建设对当地村镇建设的影响程度，在此基础上提出一些合理的建议，是三友湖村的建设不仅仅停留在对基础设施的建设，更重要的是对农村居民精神文明的建设，丰富文化生活，进一步深化“美丽乡村”建设的内涵，提升城乡的公共服务水平，缩小城乡差距。

Beautiful village planning ——Design and planning in village Sanyouhu,Liuhe , Nanjing
Abstract：Along with the reform and opening up, China's urbanization rate is rising, a large number of rural labor transfer to city, but at the same time, the rapid development of the urban rural is slow to normal development, the construction of the rural problem has always been one of key problems need to be solved in our country, the combination of rural and urban development, is a breakthrough point to solve the problem of urban and rural areas. Nowadays the construction of the "beautiful country" is not only on the face of rural areas has a lot of improvement, protection and inheritance of Chinese traditional culture, also can promote the construction of rural infrastructure, improving the income of the farmers, reduce the gap between urban and rural areas.
In this paper, in order to research some experience of the construction of the "beautiful country", small white village in ningbo city of the process and the present situation of rural construction problems, analysis of "beautiful country" the influence degree of the construction of local villages and towns, puts forward some reasonable Suggestions on the basis of this, is for the construction of the small white village not only stay on the construction of infrastructure, more important is to rural residents for the construction of spiritual civilization, rich cultural life, to further deepen the connotation of the construction of the "beautiful country", raising the level of public services in urban and rural, narrow the gap between urban and rural.

引言
在快速推进城镇化的过程中，中国农村正面临着传统农业逐渐衰弱、农村逐渐边缘化和空心化、真正从事农业生产的农民数量逐渐减少、农村生境逐渐没落等问题。2013年中央一号文件提出，要“推进农村生态文明建设”，“努力建设美丽乡村”；农业部在2013年2月发布了《关于开展“美丽乡村”创建活动的意见》，11月确定了全国1000个“美丽乡村”创建试点乡村。而早在2007年，浙江省安吉现就提出了建设“美丽乡村”的概念。学术界从理论、实践两个层面已进行了相应探索。本文试图从理论分析、案例研究和政策探索三方面梳理已有文献，以全面认识和把握理论研究现状与实践进展。
一、美丽乡村建设概况
“美丽乡村建设”指通过乡村的综合环境整治、乡村景观建设和改造、绿化美化建设，达到生产繁荣、生活宽裕、村容整洁、环境宜人、设施配套、生活便利、乡风文明、管理民主的要求，融入生态文明等新元素和新型城镇化的新农村建设，在追求生产繁荣、生活富裕的同时，更注重城乡一体、人与自然和谐，这样的目标追求对农村经济与社会的转型发展有着重要意义，适宜人们生存与发展，具有示范作用的村庄。在保护乡村自然风貌、民俗风情和地域文化的基础上，构建与区域经济发展及产业布局等的紧密衔接，与本土资源环境承载能力相适应、和谐传统文化和现代文明的城镇-乡村的关系。
