摘要：随着城市建设的不断发展，城市基础设施建设速度加快和第三产业的发展，破坏绿化的情况已经相当严重。在金山区“十二五”规划中，金山新城区、杭州湾海岸线是区重点开发区域；该区域的开发建设将为整个金山区的发展提供新的增长空间。该规划明确提出要进一步完善1158 城镇体系，形成具有一定特色和功能完备的城镇布局。1158城镇体系结构，即1个金山新城，1个枫泾特色镇，朱泾、亭林、张堰、吕巷和廊下等5个新市镇，以及80个左右中心村。其中，金山新城是金山区的政治、经济、文化中心，上海市服务长三角南翼的现代化滨海新城，杭州湾北岸地区的核心城市。但在快速发展的同时，也给金山区的生态环境带来极重的负担。因此发展建设湿地公园势在必行，既有利于调动社会力量参与湿地保护与可持续利用，又有利于充分发挥湿地多种功能效益，同时满足公众需求和社会经济发展的要求，通过社会的参与和科学的经营管理，达到打造低碳，可持续发展城市的重要任务。61747

Abstract: With the continuous development of urban construction, the speed of urban infrastructure construction and the development of the third industry, the destruction of the greening of the situation has been very serious. In Jinshan District "12th Five-Year" planning, Jinshan new town, Hangzhou Bay coastline is the key development zone; the development and construction of the region will provide a new growth space for the development of the whole of Jinshan District. The plan clearly put forward to further improve the 1158 urban system,The formation of a certain characteristics and complete function of the urban layout.1158 urban system structure, namely a Jinshan new town, a Fengjing town characteristics, Zhujing, Tinglin, Zhangyan , Lv Xiang  and LangXia five new towns, and 80% in the center of the village.Jinshan new town is Jinshan District, the political, economic and cultural center, Shanghai and the south of the Yangtze River Delta and modern coastal city, on the North Bank of Hangzhou Bay core city.But in the rapid development at the same time, also bring heavy burden to the ecological environment of Jinshan District.Therefore the development of the construction of Wetland Park is imperative, is conducive to mobilize social forces to participate in the protection and sustainable use of wetlands, and to give full play to the wetland functions benefits, but also meet the requirement of public demand and the development of the social economy, through the participation of society and scientific management so as to build a low carbon, urban sustainable development important task.
