摘  要：政府信息公开范围是政府信息公开制度的核心内容，本文通过讨论我国政府信息公开及保密范围的相关规定，分析我国政府信息公开范围存在的立法不完善、实施艰难的问题，从立法经验不足、法律法规用词不严谨、封建思想根深蒂固、社会主义初级阶段社会现状、政府官员腐败，信息公开不透明、长期奉行保密制度这几点对问题产生的原因进行分析，从完善相关立法、明确政府职能、改变公民思想方面对完善我国政府信息公开范围提出相关建议，以此来说明如何对我国政府信息公开范围进行全面合理的理解和完善，从而不断推进我国政府信息公开制度的发展。94906

随着经济全球化和信息全球化，信息已成为发展中不可缺少的因素。作为社会发展的重要战略资源，政府信息具有着巨大的潜在经济价值 。这时，对于掌握了社会绝大多数信息资源的政府来说，向人民群众公开信息就成了其极其重要的职责。政府信息公开为人民群众提供了获知政府行为的方式，同时也为监督政府行为提供了便利。政府信息公开应严格遵守“公开为原则，不公开为例外”的基本准则，在保障人民群众的知情权和人民主权的同时，严格守护国家的必要权益，保障国家机密信息的安全。只有对政府信息公开的范围进行明确的界定，才能保证政府信息公开原则依法有序的运行下去。
