摘要:现今,中国传统的经济发展道路已不能很好的适应发展节奏,摆在我们面前的首要难题是如何实现经济发展方式的全面转型。而解决这个难题,政府部门的责任至关重要,需要政府逐步从经济发展型过渡到服务社会型政府。但是,我国以GDP为中心的绩效考核体系促使官员为了地方GDP的增长而忽视经济发展的质量和企业对环境的污染等。所以,建立改革一套完善的地方政府绩效评估机制,很大程度上也促进了经济发展方式的有效转变。我国传统的政府绩效评估的评估方法,实践路径、价值理念等,都与转变方式后的经济发展模式不相符。为了改善这种情况,地方政府需要对评估机制采取一定措施,建立合理有效的评估指标,把生态文明建设纳入体系中去,并引入公民参与和第三方机构进行评估等。这样才能改革地方政府的绩效评估机制,从而有效推进经济发展模式的转变。71638

Study on Performance Evaluation Mechanism under the Local Government Perspective transformation of economic development
Abstract: Today, the traditional path of economic development in China has not well adapted to the pace of development, before our first challenge is to achieve a comprehensive transformation of economic development mode. And to solve this problem, it is essential responsibility of government departments, the Government needs to gradually transition from the type of economic development to social services oriented government. However, China's GDP-centered performance appraisal system for officials to promote local GDP growth to the neglect of economic development, quality and corporate environmental pollution. Therefore, the establishment of a comprehensive reform of local government performance evaluation mechanism, to a large extent contributed to the effective transformation of economic development mode. China's traditional assessment methods to assess government performance, practical path, values, etc., are not consistent with the economic development mode shift in approach after. To improve this situation, local governments need to take certain measures to assess the mechanism, establish a reasonable and effective evaluation index, the construction of ecological civilization, to incorporate the system, and the introduction of citizen participation and third-party evaluation agencies.
