摘  要：随着经济生活的飞速发展，人们对公共服务的需求越来越多元化，能否有效提供人们所需要的公共服务成为衡量政府能否履行其服务职能的重要标准。因此，本文首先引入了政府购买服务的相关概念。其次，对中国的政府购买公共服务绩效评估的现状进行分析，从评估规章、社会组织的评估、对政府的评估、对服务项目的评估这四方面现状，见证近年政府购买服务的实践成效。再次，从政府购买公共服务的绩效评估现状中发现存在的问题，诸如法律文本不成熟、社会组织的制约、政府职能的错位、科学机制的缺乏等等。最后一部分简述了政府购买公共服务绩效评估的改进，从尝试第三方评估机构的参与、建立完善监督机制、指标倾向于公平和满意度来讲。72889

Research on the Performance Evaluation System of Local Government Purchase of Public Service

Abstract: With the rapid development of economy, people's demand for public services more and more persified, can effectively provide public services needed by people as a measure of the government's ability to carry out its service function。 Therefore, this paper first introduces the relevant concepts of government purchasing services,。 Second, carries on the analysis to present situation of China's government purchase of public service performance evaluation, from the four aspects to the status quo of evaluation rules of social organization, the assessment and evaluation of government and the service items evaluation to witness in recent years, the government purchase service practice result。 Again, the problems found from the government to buy public service performance assessment of the current status, such as 

the text of the law is not mature, the social organization of control, the government function dislocation, science and mechanism of lack and so on。 The last part summarizes the government purchase improvement of public service performance evaluation, from try the participation of third-party evaluation institutions, establish and improve the supervision mechanism, indicators tend to equity and satisfaction。

随着人民生活水平的不断提升，对公共服务的需求也变得更加丰富和多元，是否能更有质量地提供社会所需求的公共服务，并获得群众较高的满意度，成为权衡政府是否正确履行、切实为人民服务的核心标准。近年来，我国地方政府购买公共服务以提供给群众的全新方式不断成熟，在有效提供公共服务和切实转变政府职能方面起到了积极作用。但以此同时，如何对地方政府购买公共服务进行客观公正的绩效评估并且建立相应完善机制，便进入了广大专家学者的视野。论文网

一、相关概念的界定及阐释

（一）公共服务

虽然“公共服务”是非常重要的概念，但学术界就如何界定“公共服务”尚存在争论。目前，一般来说，“公共服务”的概念是根据服务的特性、提供者的特性以及服务的内容三个方面划分的。它有几个本质特征与私人服务不同:一是维护公共利益，满足公共需要；二是由政府组织提供；三是使用公共资源；四是市场没有能力提供公共服务。
