摘  要：互联网作为21世纪兴起的一种新的社会意识形态，深刻的影响着人们的生产和生活方式以及政治生活。互联网特有的广泛、即时、开放、创新的特性，对公众的政治参与、政府的职能发展带来机遇与挑战。因此我国政府应加快职能的变革，适应互联网时代对政府行政管理的新要求。本文通过对互联时代下我国政府职能的现状及问题表述、成因分析，并提出了新环境下我国政府职能与互联网有效嫁接，实现职能变革的合理对策，从而为转变政府职能、革新政府管理，提出意见与建议，希望能引起重视并对中国政府职能变革起到一定的促进作用。74554

一、引言

从履行国家的社会职能及实施公共行政管理的层面分析，政府的职能主要是指政府的社会公共管理的职能。 所谓政府职能的转变，就是指一定时期内，国家行政机关在管理社会公共事务上的职责、作用、功能发生变化。互联网时代下，政府的一些传统职能将随着社会的转移而弱化，政府职能将主要转化为“有效的维护国家安全和公共安全、必要的行政监督与政策法规的制订、高质量的公共服务与公共管理”。 

互联网因其特有的广泛、即时、开放、创新等特点，对公众的政治参与、政府的职能发展创造了广阔的平台，同时也提出了挑战。有鉴于此，我国政府应紧跟时代的步伐，积极深入研究并运用互联网的优势，推动政府的革新、加快职能的变革，适应互联网时代对政府行政管理的新要求。文献综述
