摘  要：近年来，有关政“一把手”的违法乱纪案件在领导干部违法犯罪活动中占有较高比例，而其中县区“一把手”贪污腐败现象更是屡见不鲜。这表明，对县区“一把手”进行监督具有紧迫性和必要性。当前县区“一把手”监督机制存在着上级监督不到位、同级监督缺乏独立性、下级不敢监督、群众几乎不监督等不足，其原因主要有：旧有的封建政治文化产生了负面影响、监督制度不完善、廉政建设责任制落实不到位等。因此，可以从增强监督意识、完善监督制约立法工作、完善监督体制、拓宽群众监督渠道这几个方面来全面改善县区“一把手”权力监督机制。77096

Analysis of the Power Supervision Mechanism of County Leaders

Abstract: In case of violating law and discipline in recent years, the party and government leaders in the leading cadres' illegal activities occupy a higher proportion, and the district "top leaders" of corruption is not uncommon。 This shows that the supervision has the urgency and necessity of the county "a hand"。 Superior monitoring is not in place, peer supervision and lack of independence and subordinate dare supervision by the masses, almost no supervision problems exist in the current district "top leaders" supervision mechanism, the main reasons are: the old feudal political culture produced negative influence, supervision system is not perfect, corruption responsibility system implementation is not in place and other。 Therefore, from the enhanced supervision awareness, improve the supervision control legislation, improve the supervision system, broaden the channels of supervision by the masses in the following several aspects: to improve the county leaders power supervision mechanism。

近年来，随着的十八大的召开，反腐倡廉成为的工作的重中之重，可即便是在全社会大力惩治腐败的背景下，还是不乏以权谋私、权钱交易、卡拿索要、挥霍公款、吃喝玩乐、办事不公、优亲厚友等腐败的现象。在这些腐败贪污中，“一把手”是最主要的受贿主体，他们贪污受贿的金额和数量是有时非常惊人。这些“一把手”不仅存在于在省市级领导干部群体当中，而且也存在于县处级领导干部群体中。目前，县（区）“一把手”（主要是指县区委）贪污腐败已经给广大人民群众带来了巨大的财产损失和精神伤害，早已引起了全社会的普遍关注，成为社会各界最为关注的焦点问题之一。
