摘要:怎样合理有效的防御风险，尽可能的减少风险所带来的损失已经成为土木工程有关的承包商能否成功承包工程的关键因素，而在整个承包工程中最关键的环节就是投标报价。因此，加强对土木工程投标报价阶段中的风险分析与研究，同时在此基础上为投标报价风险的相关预算提供一定的依据，并且能够提前发现所存在的相关风险，以便采取手段加以预防，对提高我国土木建设工程企业的风险管理和投标报价水平，具有重要的现实意义。35947

本文在简要介绍了建设工程投标报价的现状、存在问题及研究意义的基础上，对投标报价阶段的各种风险因素进行了系统的分类和识别，并提出了建设工程投标报价的风险决策程序。主要运用模糊综合评价法，从整体角度对投标报价的风险因素进行分析，得出投标报价的总风险度，用求得的风险判断矩阵计算投标报价时的风险利润率，为承包商的最终报价提供决策支持，使得承包商能清楚知道利润值和中标的概率。也为为决策者提供了强有力的决策支持。应当说，一个有经验的承包商肯定有自己的一套计算、估算方法得出投标报价。但是本文通过运用一些数学手段处理后的信息更趋于系统合理性。

ABSTRACT
To the contractor, how to avoid the losing due to the risk efficiently has become the key for them to contract the project the successfully. In the whole view of the contract project ,the most pivotal process may be the bid and tender. Hence the consolidation of analysis and research of construction project bidding risks,which provides warranty to the calculation of bidding price, and problems can be detected at an early time and relevant measures can be taken accordingly , and it is of important practical significance to improve the bidding level and risk management of construction project enterprises in our country.
In this article, the current situation and existing problems, as well as the research meaning of construction project bidding are simply introduced, and various kinds of bidding risk factors are systematically classified and identified, which happen during the bidding process of construction projects contracting and risk decision-making procedure of construction projects bidding is put forward. Then Fuzzy Comprehensive Evaluation is established to analyze the bidding risk factors from the whole point of view. Risk profit rate is calculated on the basis of judgment matrix of bidding risks, and the decision-making support is provided for the final bidding price of contractors. Places in the bid strategy the profit to discuss. This article passes, with provides methods and so on basis take the probability computation as the risk personally used decision-making to conduct the study; And provided has dealt with the risk some measures and participates in the bidding. In a word, the purpose of this article offers some references to contractor in tender. We know every experiential contractor must have a way to evaluate the risk expenditure and deal with them. But the article will let them to systematization and personality.
