摘要 随着英美德等西方国家纷纷进行民营化改革并取得重要成果后，我国的政府改革也渐渐步入正轨。政府外包作为民营化改革的一项重要成果，从政治层面上来说，它能推动政府向服务型政府转型，提高政府行政效率；从经济层面上来说，政府外包能活跃市场竞争，拉动国民经济发展以及推动产业结构优化升级。但同时，在政府外包中政企双方利益监督机制的漏洞也会给国民经济造成巨大损失，会助长政府内部的不正之风，破坏良好的政企关系，“长沙市工商局大楼案”就是一个典型的例子。本文就以此案为切入点，笔者首先对政府外包进行了概述，阐述了政府外包的定义特点、类型作用以及与政府外包相关的三大理论基础；之后将理论与长沙市工商局这个案例相结合，分析了我国政府外包中政企利益关系的现状、政企关系的一般模式以及对政企关系进行监督的困境；最后笔者从监督主体、监督客体和监督方式三个角度对完善我国政府外包中政企利益关系的监督机制提出了自己的一些建议。笔者希望这篇论文能对我国政府工程外包中政企利益关系的监督机制研究有所贡献，能帮助减少我国在政府外包中目前普遍存在的官商勾结、贪污腐败等现象，推动我国政府建设成为一个公正廉洁、透明高效、脚踏实地为人民做实事的服务型政府。87753

Title    The study on the interest of our government and  enterprise  in supervision mechanism in outsourcing -use“Industrial  commercial bureau buildings in Changsha city ”as a example

Abstract After western countries’privatization reform has gotten important achievements,China’s government reform is on the right track。Government outsourcing is an important achievement of the reform of privatization。In the political level,it can promote the government to a service-oriented government transformation and  improve the efficiency of government administration;In the economic level,it can  active competition in the market, driving the national economic development and promote upgrading of the industrial structure。But at the same time,the hole of  the interest of the both sides  in the government outsourcing will cause huge losses to the national economy , encourages internal government abuses and also will destroy the good relationship between the government and the company。"Industrial and commercial bureau buildings in Changsha city ” is a typical example。In this paper,I will use this case as a breakthrough point。First of all,I will summarize the government outsourcing and  expound the definition , characteristics, types, functions of government outsourcing;Then I will analyze the present situation of the relationship between the government and the enterprise in the outsourcing with the combination of theory and this case。Finally I will put forward my own suggestions from the point of the main body of supervision,the supervision object and the way of supervision。I hope that my suggestion can contribute to the study on the interest of our government and enterprise in supervision mechanism in outsourcing。Besides,it will be really nice if my suggestions can help reduce situations like the current widespread collusion and corruption in government outsourcing in China, and also promote the construction of our government to become a fairly clean, transparent and efficient government which really do the practical work for the people。From+优!尔.YouErw.com 加QQ75201`8766
