摘要：目前在城市社区居民参与式治理的概念通过一号课题等政策开始得到一定的应用，然而实际上还存着社会管理工作的创新性欠缺、社区公共服务推广受阻，进展缓慢等问题。本文通过对上海宝山A社区的资料及现状进行分析，对相关的业委会干部进行采访，试图回答在上海宝山A社区是如何自发地产生居民的参与式治理的状况，以及他们是如何动员社区中的各种潜在资源。通过实际活动的参与、居民的采访，发现上海宝山A社区能够成功自行产生较为原始的居民自治是基于三个方面：外界带来的压力，业委会在社区方面较大的自主权以及部分居民原先具有的业缘性，而这三个方面又让A社区促进了参与式治理的发展、实现了业委会工作高效率、使居民产生信赖感，奠定了社区居民自治的建设的基础。52687

Mobilization and Participatory Governance in Community
——A Case Study of A-Community in Baoshan, Shanghai
Abstract: Currently the concept of participatory governance for residents in the urban community began to be applied through some policies like the NO.1 Research Topic, however, some problems still exist, such as the lack of innovation in social management, the blocked and slow promotion of public services in community and so on. This article is trying to indicate how A-community in Baoshan, Sahnghai spontaneously generated participatory governance situation, and how they mobilized the potential resources in the community, through analyzing the data and current situation in A-community, and interviewing the related cadres of the Industry Committee. After participating in practical activities, interviewing community residents, it is found that the successfully primitive self-governance in A-community based on three aspects as followings: the pressure from outside, greater autonomy of the Industry Committee in the community and the karmic connection of some original residents. These three aspects furthermore accelerated the development of participatory governance in A-community, realized the high working efficiency of the Industry Committee, so that the residents began to trust them, and laid the foundation for the construction of inhabitant autonomy in the community.
