摘要住房需求是人的基本需求。建设保障性住房体系旨在解决我国城市中低收入居民家庭的住房问题，实现人民住有所居。在剖析我国现行住房保障制度存在着保障住房类型复杂、保障对象缺乏普适性，保障性住房政策效率较低等问题的基础上，探讨了保障性住房体系建设与公平效率关系。提出以公平为前提，效率为促进的新理念，建设我国新型、规范的保障性住房体系，实施租售两种制度政策，以提升我国保障性住房体制的效率，实现社会公平。保障性住房分配不公加剧了社会矛盾，降低了政府的公信力。公众参与不足、准入条件难设信息公开不够、监督难以进行、房屋退出难等制约着保障性住房的公平分配。建立多方共享的信息更新机制、健全保障房分配社会监督体系、建立有效的住房专业管理体系是提高保障性住房分配公平性的措施。64017

Title    Affordable Housing Allocation Mechanism in China  —— Based on  Nanjing  

Abstract The demand for housing is a basic human needs. Construction of affordable housing system is designed to solve the housing problems of low-income households in the country. Based on analysis of the current housing security system there is a complex type of security of housing, the lack of security objects universal, the problem of low efficiency of the affordable housing policy to explore the relationship of the affordable housing system with fair efficiency. The inequitable distribution of affordable housing exacerbated social conflicts, reducing the credibility of the Government. Constraints obstacles include the lack of public participation in the fair distribution of affordable housing, information disclosure is not enough and supervision is difficult. Proposing to establish a multi-party shared information update mechanism, improving the protection of housing allocation of social supervision system is to improve the fair distribution of affordable housing measures.
