摘要在国家提倡可持续发展、倡导低碳经济、建立低碳模式的大环境下，江苏发展提倡的“绿色江苏”和“生态江苏”理念越来越多的受到关注，在城市绿色发展的背景下，其中较为显见的发展问题当属城市垃圾，进行垃圾处理是政府提供公共服务的一项重要内容。在现有的政府主导的垃圾处理模式中，资金不足、效率低下两大问题已成为制约此项公共服务进行瓶颈。针对城市垃圾中的重点问题餐厨垃圾处理，本次调研选取南京市各区进行调查，并与厦门垃圾处理项目进行对比。在调查方法方面，运用以问卷为主，辅以个案访谈和座谈会等，最后用专业数据分析软件进行了数据分析和绘图。希望通过考察研究，就“政府引导、统一管理、社会参与、市场化运作”的模式提出建议和意见，为我市的低碳模式的垃圾处理贡献出自己的一份力量。68025

Title  Research on management of city garbage treatment under the Governance Perspective- the case of Nanjing

Abstract

Under the circumstance of promoting sustainable development and low-carbon economy so as to build a low-carbon model in our country，the concept that makes Jiangsu province a green and eco-friendly province has received more and more extensive attention. In the background of developing green city，one of the obvious development problems is undoubtedly the disposal of municipal solid waste，which is an important part of government’s public service. In the existing government-led model of waste disposal, insufficient funds and low efficiency have become a bottleneck restricting the public service. Aimed at an important problem in municipal solid waste, that is the proposal of food waste, this research investigated against  districts in Nanjing city, and then we compared it with the waste treatment project in Xiamen. The survey methods are mainly questionnaire survey, supplemented by inpidual interviews and small-scale seminars, and at last processing data analysis and graphics by professional data analysis software. In the "government guidance, unified management, social participation and market operation" model, we hope put forward some suggestions and do some contribution to the city’s low-carbon modes of waste disposal through this research.
