摘要历史文化街区是是指能够较为完整的体现某一时期的历史风貌，拥有一定范围且保有一定数量的历史文化建筑的空间界定区域。是一座城市历史发展的重要遗存，是城市悠久历史的重要体现。但是随着现如今城市扩张放缓，由增量规划向存量规划方向转变，城市兴起大规模旧城改造。面对城市主管部门对历史文化街区的认识程度和规划控制力度不足，与周边新建建筑尺度风格不搭调，自身发展存在局限的情况下，历史文化街区的保护与更新面临着严峻挑战。77246

本文从对历史文化街区进行保护与更新的角度入手，通过对历史文化街区进行概念性界定及论述研究整理，通过分析城市历史文化街区的发展现状和所面临的问题，揭示出保护和更新历史文化街区的保护原则及发展方向，并结合徐州户部山历史文化街区的保护与更新的实际案例研究，总结出作者对历史文化街区保护与更新的策略及建议，以实现历史文化街区的全面复兴与经济发展。

Abstract Historical and cultural block is the embodiment of the means to complete a period of history, have a certain range and keep a certain amount of space to define area of historical and cultural architecture。 Is important in the development of a city historical remains, is the important embodiment of urban history。 But as nowadays urban expansion slows, by incremental planning to stock planning direction, urban large-scale urban renewal。 In the face of the understanding of the historical and cultural blocks by the competent department of city level and lack of planning and control, construction scale and the surrounding new buildings do not take tone style, its own development under the condition of the limitations, protection and renovation of historical and cultural blocks facing severe challenges。 

In this paper, from the Angle of protection and renewal of historical and cultural blocks, through the study of the conceptual definition of historical and cultural blocks and discusses research, by analyzing the current situation of the development of city historic and cultural blocks and the problems facing, reveal the protection and update of historical and cultural blocks protection principle and the development direction, and combined with xuzhou mountain of protection and renovation of historical and cultural blocks of actual case studies, summed up the the author's strategy of conservation and renewal of historical and cultural blocks and Suggestions, in order to achieve full recovery of the historical and cultural blocks and economic development。
