摘要本文以我国国有企业为样本,考察了国有企业冗员的问题。围绕深化国企改革这一目标,丰富和完善当前关于国有企业改革的主要观点,提供给国企在在富余职工的管理上的一些可行方法,这将会减轻日益尖锐的社会矛盾,维护社会的安全与稳定。加快国企的改革进程,加速政府职能的转化。根据建立现代企业制度的要求,国资托管模式能够对那些不适合大范围进行企业破产、收购、兼并的老旧国有企业遗留人员实施科学管理,从而完善企业富余人员的安置政策,使市场导向就业机制能更好的提供服务保障,促进了遗留问题的统筹解决,对遗留人员有效实施了社会化管理,妥善安置下岗失业人员。本文丰富了国有企业人员安置机制的影响因素及企业冗员的经济后果方面的文献。77853

Abstract Based on the state-owned enterprises in our country as samples, examines the dead wood。 At present, with the goal, we will deepen reform of the state-owned enterprises assets hosted mode can enrich and perfect the main views about the reform of state-owned enterprises, the measures to provide enterprise legacy personnel management experience, ease social contradictions and maintain security and stability, to speed up the pace of reform in state-owned enterprises, further transform government functions。 According to the requirements of establishing modern enterprise system, Japan hosted mode can not suitable for a wide range of enterprise bankruptcy, merger and acquisition of old state-owned enterprise legacy personnel to implement scientific management, to further improve the remaining staff resettlement policy, as the market-oriented employment mechanism provides the service, promoted the legacy as a whole solution, for the remaining staff effectively implemented socialization management, properly arrange personnel of unemployment of come off sentry duty。 In this paper, enriched the influence factors of personnel placement mechanism of state-owned enterprises and the economic consequences of a enterprise, mainly literature。
