摘   要贸易便利度衡量的是一个地区进行贸易活动时便利化的程度，贸易便利度受到许多方面的影响。本文首先针对我国贸易便利度的的现状进行分析,主要通过市场开放程度、现代信息技术的发展以及政治环境进行分析。对于贸易便利度的测度，本文选取11个变量，对于可以进行定量分析的变量采取相关指数进行衡量，主要是人力资本指数、地区创新指数、社会保障指数、交通运输便利指数、市场化指数进行定量的分析。采用算数平均数对5个指数进行加权测度出贸易便利度。对于贸易便利度的结果分析显示，贸易便利度从东部沿海地区向中西部逐步递减，同时，各省份的贸易便利度随时间变化，总体上呈现出略微下降的趋势。89319

本文最后根据贸易便利度的测度结果就如何提高各地方的贸易便利度提出政策以及建议。

The Level of Enabling Trade can weigh a trade activities that happened in an area convenience or not, and it is also influenced by many elements。 In this paper, we carried an analysis on current situation of our LET via the openness of market ,the development of modern information and technology and the political environment In the next part, we measured the LET by selecting 11 variables ,and if the variables could be quantitatively analyzed ,we will use some indexes to measure it。 Finally ,we decided five indexes including the human capital index, the regional innovation index, the social security index, the transportation convenience index and the market index。 The average of those five indexes is used to measure LET。 From the results, we can find that LET has gradually decreased from the eastern coastal areas to the central and western regions。 At the same time, the LET of each provinces has changed with time, and the overall trend is slightly declining。

At the end of this paper, we have given some suggestions on how to improve the trade convenience of each province according to the result of the LET。
