摘要：城市与乡村是两个具有特定内涵的区域,在经济、社会、政治、文化、生活方式等很多方面完全不同,但又相互依存、相互影响,既有协调发展的内在要求,也有摩擦和对立。但是在我国,由于种种复杂的原因,长期以来,城市与乡村之间被一道无形的墙隔离,形成了更为突出的二元发展结构。淮安目前虽然城镇人口超过了农业人口，城乡分割、城乡对立的坚冰在逐渐消融，但城镇居民收入差距明显、农村基础设施建设滞后、农村公共服务明显落后于城镇，加快城乡一体化建设迫在眉睫。本文作者通过提出淮安城乡一体化的现状，从多方面探索城乡统筹发展的实现对策。52075

Abstract：Cities and villages are two regions, with a particular connotation in economy, society, politics, culture, life style and so on many aspects, a completely different but interdependent, mutual influence, and both the inherent requirement of the coordinated development, also has the friction and opposites. But in our country, for a long time, due to various complicated reasons, is an invisible wall isolation between city and country, formed a more prominent dual development structure.At present,in Huaian, although the town has a population of more than the agricultural population, urban and rural, urban and rural segmentation opposing the ice in flux, but urban residents income gap obviously, rural infrastructure construction lags behind, the rural public service obviously lag behind the town, accelerate the construction of urban and rural integration is imminent.In this paper, the author based on the status of huaian city and countryside integration, from several aspects to explore the implementation countermeasures of urban and rural development as a whole.
