摘要2010年国务院出台了《关于推进海南国际旅游岛建设发展的若干意见》，海南岛正式成为我国第四个开展离岸金融业务的地区。近年来，海南岛产业结构中第三产业的比重不断上升，旅游业发达，但金融业发展缓慢。82908

本文主要从以下五个部分来阐述关于海南离岸金融业务发展的观点：首先介绍了海南岛离岸金融的研究背景，主要研究对象，以及对前人研究文献的总结；其次，概括了离岸金融的定义、业务范围以及模式分类；第三，详细介绍了海南省离岸金融发展背景、意义、模式、以及各方面基础设施情况等；第四，通过研究日本离岸金融市场的成功之处，为海南离岸金融提供借鉴经验；最后，从培养高级人才、政府支持、优惠税收、部门监督、市场模式等层面，给出推动海南离岸金融发展的政策建议。

Title   Discussion on the development of offshore financial business in Hainan Province                                     

Abstract In 2010, the State Council issued the《Opinions on Promoting the Construction of Hainan International Tourism Island Development》。 Hainan has become the fourth offshore financial business areas。 In the recent years, The proportion of tertiary industry in Hainan industrial structure has been rising, but the development of financial sector is developing slowly。

This essay is devided into five parts in order to elaborate Hainan offshore financial business development: First of all: Introduction。 It introduces Hainan lsland offshore financial background, the main object of study, and a summary of previous research literature。The next part describes sense of offshore finance, the concept and origin。 The third part is status of offshore financial business development in Hainan Provience, it descirbes the details of Hainan offshore development background, significance, mode, all aspects of infrastruture and so on。 The forth part: analyzing Janpaness offshore financial markets in order to provide a reference for offshore finance in Hainan。 The last part is the recommendations for Hainan offshore development policy, giving advice in the aspects of senior personnel, government support,supervision departments and so on, in order to promote the development of Hainan offshore financial services。
