The Design and Implementation of Scientific Research Project Management System
Abstract: In order to reduce the workload of scientific research department in universitys, improve the efficiency of application and management of projects and make scientific management more standardized and scientific, a set of online scientific research application management system is developed.The system adopts SQL Server 2008 as database server and C# as programming language, and then it is completed by using ASP.NET in Microsoft Visual Studio 2010 platform. The system is pided into two kinds of roles: ordinary users and administrators,and it includes users login module, applying research project module, querying and modifying scientific research project module and background data management module etc. It has many merits such as simplicity of operation, convenience, high efficiency and high practicability, and then it can meet the needs of application and management of scientific research projects in universities.

引言
目前通过Excel、word等办公软件来对数据进行大量的处理，大多数高校科研项目申报管理工作，还依赖人工进行，并且在一定程度上对科研项目管理增添了很多工作量，使得科研处和院系以及教师之间缺少一种有效沟通方式，这种方式难以及时有效的掌握最新的科研情况[1]。为有助于领导进行科研管理决策，科研项目网上申报信息系统的开发与建设是非常必要的，它会有利于学校整体科研工作管理水平的提高，该系统服务于学校科研工作，能成为学校日常工作的得力助手。高校是作为科技发展的一支重要力量，促进高校的科研发展水平、提高管理和服务水平在高校管理中的作用就显得更加重要了。传统的手工管理和纸质档案管理越来越不能满足新的形势下科研发展的要求，因此我们就非常有必要对科研项目申报管理信息进行计算机的网络管理：利用计算机网络技术和数据库技术为高校科研人员、科技项目、项目申报、论文著作及各种管理开发一种比较实用的、先进的网络化信息化管理系统，以提高高校科研管理的效率和质量。
