摘 要:自从2010年进入微博元年,人们对其的关注和使用不断飙升。微博作为现今最为炙手可热的社交媒体,给我们提供了一个可以表达自我、获取信息、休闲娱乐的平台,为我们的生活和工作带来了极大的便利和乐趣。不过随之也带来了很多问题,本文研究的微博谣言就是其中之一。微博谣言带来的社会恐慌、对个人和企业的隐私权名誉权的侵犯以及政府和媒体的公信力下降等情况值得我们思考。本文旨在通过对微博谣言产生原因进行分析,并从政府、传统媒体、微博运营商和受众等方面提出具体的解决措施,使微博谣言的传播得到遏制,为制定相关法律规范提供依据,让微博真正成为保障人民言论自由、舆论监督、提供娱乐的平台。9265

Social Effect and Public Opinion Guidance of Microblog Rumors
Abstract: Since 2010, we entered the era of the microblog, and the users increased their number rapidly. Nowadays, microblog is the hottest social media and it brings us a platform which we can express ourselves, obtain massages, and be entertained. So that it is a huge convenience and entertainment for our lives and works. However, it also carries some problems, and one of them will be researched in this essay: microblog’s rumors. Some of these rumors caused social panic, invasion of personal or corporate privacy and reputation, and declining credibility of government and media. All of these conditions worth our consideration. Therefore, this essay is analyzing the reasons and specific solutions on government’s aspect, traditional media’s aspect, operator of microblog’s aspect, and people’s aspect to contain the transmission of the rumors. Moreover, it also provides the basis for relevant laws. Making microblog to become a real platform which can guarantees the freedom of speech, and the supervision by public opinions, and offers amusements.
