The current assessment of National Matriculation English Test misleads the students learning English excessively, which means that the students study English just
to deal with the exam. The fact that National Matriculation English Test affects high school teaching clearly, leads to the so-called one-sided pursuit of graduation rates, which implies what the National Matriculation English Test focuses on, how the high school is valued, and what the National Matriculation English Test requires, and what the teachers should teach. On the current college entrance exam mode in our country, English, Chinese and math have 150 points, accounting higher for the weight of the National Matriculation English Test score. This reality inevitably makes students, middle schools, even parents attach great importance to English learning, forming a bad atmosphere that they put too much time into English. But it is clearly against the purpose of all-round quality development in foundation education. Based on this fact, it is urgent to reform the National Matriculation English Test, adjust the examination way of National Matriculation English Test, and guide primary education in right orbit (Yu 17).
II. The NMET Reform Scheme
2.1 The Specific Scheme of the NMET Reform
So far, the ministry of education has completed the overall scheme of reform on NMET, including amplifying the system of an exemption to the nearest school in compulsory education, consolidating the college entrance examination reform and so on. English test will be held many times per year, no longer only once a year in the unified National Matriculation English Test. A hot topic that English examination will drop out of the unified National Matriculation English Test spurs people’s extensive attention ( Qiao 12 ).
In 2013, the ministry of education put forward socialization reform policies, such as foreign language course practice would be held more than one time a year. In addition, foreign language is no longer held at the college entrance exam, and the students have the privilege to select the test time and the number of times. These measures were optimized in the Admissions Beijing Reform Scheme for Advice and Admission Overall Plan of Examination Reform. Beijing also formally promulgated the 2014-1016 college entrance examination reform proposal framework which pointed out that since 2016 Beijing would have put the practice social test into effect, which would be conducted two exams per year, where candidates could participate in many times and then choose the best achievement for the National Matriculation English Test scores and performance in three years. Its total points decrease from the original 150 points to 100 points, while Chinese is raise from the original 150 points to 180 points. As soon as this policy is published, people carry out heated debate in the country (Zhou 116). No matter what the National Matriculation English Test direction is, we ought to master the essence of English and carry on novel teaching and research learning.
2.2 The Purpose of the NMET Reform
In order to change the current mode of exam-oriented education, ministry of education decides to implement the reform of National Matriculation English Test, which attaches great importance to ability of English practical application, and satisfies the fundamental requirement of education for all-around development.
Just as the saying goes, every coin has two sides. It impacts high school English teaching largely. Accordingly we should seek the key to English teaching, which is keeping up with changes of high school English test. We can make innovations on teaching methods by the reform of college entrance examination. At the same time innovations of teaching method promote National Matriculation English reformation enormously. In addition, it makes contribution to English application.
