Abstract：After entering the 21st century, our country social economy high-speed development, the more and more investment education career, the rapid development of education cause.After entering the 21st century, our country social economy high-speed development, the more and more investment education career, the rapid development of education cause.But a prominent problem in front of us: advocating quality-oriented education today, we are henan rural due to historical reasons, in the present with the city of music education development gap is too big, cause the overall low level of basic education.Analysis of specific reasons: 1, the music education idea obsolete, 2, teacher and teaching material lag behind, 3, music education investment, etc.Therefore, in this paper, the rural primary and secondary school music education present situation and open the restricting factors of primary and secondary school music teaching, to better promote the development of rural primary and secondary school music teaching.

浅谈河南农村中小学音乐教学的制约与开展当前，处在改革浪潮之中的中国农村中小学音乐一直以来受到音乐界有关人士的普遍关注，因为中国农村中小学音乐教育改革一方面与音乐教学中的美育培养目标有关，更与新课程素质教育健康发展的目标密不可分，农村中小学教育的提升的程度，决定当前我国素质教育提升的程度。进入21世纪的开局之年，为了适应新时代发展的要求，我们基础教程改革的开始紧跟这次课程改革潮流，音乐教育课程改革确立了立足于当代背景下的音乐课程新理念，并随之设立了一直相对应的音乐课程总目标，其课程内容也发生了相应的变化。改革的目的是为了使我国普通音乐教育得到长足发展，力争使音乐课程总体上适应社会潮流。然而，作为素质教育最薄弱的农村却仍然蹒跚不前，未能跟上改革的步伐，造成当前一方面重视另外一方面却又衰减的情况，因此我希望通过对河南农村中小学音乐课的局限性的探究，找到良好的、有效的教学方法，旨在更好的促进中小学生音乐课的学习与了解使教师更好地上好一节课。本文将结合自身实践以及参考相关文献写出论文，希望对教学实践者有所启发。 提出音乐教学与之相关的许多制约因素，针对农村对中小学音乐教育的现状进行分析，并提出针对这些制约因素可执行的一些意见的若干设想，以期得到进一步重视和思考，为农村中小学音乐教育的改革及可持续发展贡献自己的力量。
