摘要城乡社保作为一个社会热点问题，直接关系社会稳定、经济发展、公平正义，推进城乡社保均衡化发展是贯彻落实十八大精神的基本要求，公共政策的有效执行和落实对此具有重要作用。本文通过对杭州市城乡社保建设的调查研究，发现政策环境与社保政策之间存在内在的生态契合，由此，从政策生态的视角出发，从政策理念、政策执行和政策落实这三个方面对杭州市城乡社保发展现状进行了分析，发现存在非均衡化发展的现象，主要包括传统家庭养老观念与社保政策理念相冲突、退保断保弃保现象持续僵化、政策制定与执行“各行其道”、城乡之间、社保项目之间财政投入不均衡、人口老龄化问题日益突出……因此，为了完善城乡社保均衡化发展，从优化城乡社保均衡化的政策环境、调整城乡社保均衡化的政策结构、拓展城乡社保均衡化的宣传渠道三个方面进行路径建设。44063
