摘要：伴随着改革开放进程的不断推进和城乡经济格局的发展变化，农民工这一特殊群体越来越庞大，为城市的发展做出了巨大的贡献，但是他们连基本的养老保障权益都得不到保障。上海在2011年出台的《上海市人民政府关于外来从业人员参加本市城镇职工基本养老保险有关问题的通知》中将上海市城镇职工社会保险缴纳对象将作大范围调整，以前缴纳综合保险的农民工符合规定的也可参加城镇职工养老保险，这对于保障农民工养老保障权益有一定的进步，但是仍然没有从根本上解决农民工养老保障的问题。本毕业论文主要通过文献研究的方式研究上海市农民工养老保障现状，并通过实地调研的方式研究农民工养老保障存在的问题，最后提出解决农民工养老保障的对策，提出充分考虑农民工群体的特殊性，建立起符合农民工特色的分层分类的养老保障体系，同时辅之以健全的法律、农民工思想素质的提高和企业责任的明确。19989

Shanghai migrant workers’ old-age security situation and countermeasures
——For patients with migrant workers in X Road,Zhabei District
Abstract:Along with the continuous progress of the reform and openging-up process and the development of urban and rural economic stracture changes,this special group of migrant workers is growing,they have made tremendous contributions to urban development, but their old age security are not be protected. Shanghai in 2011 issued a “People's Government of Shanghai's notice for alien employees to participate in the urban workers basic old age insurance” will have a big adjustment to object for urban workers social insurance in Shanghai. If meet the requirements,the migrant workers that participate comprehensive insurance before also could participate urban workers pension insurance, which have a certain degree lf progress for the protection of migrant workers have a pension rights and interests, but still does not solve the problem of migrant workers retirement security for all. This article is mainly to studies old-age security status of migrant workers in Shanghai through the analysis of relevant literature and make emphasize on analyzing problems of old age security of migrant workers through the field research.Finally proposing solutions to old age security countermeasures of migrant workers. Establishing a social security system that meet with needs of migrant workers only by fully considering the characteristics of migrant workwes, and complemented by a sound legal, improved the ideological quality of migrant workers and corporate responsibility.
