摘要近年来，农村社会经济的发展使得农村群众对文化服务提出了更高的要求。但当前的农村公共文化服务体系建设却远远落后于经济的发展。针对这一情况，在十八届三中全会后，和国家把农村公共文化服务体系建设提到了新的高度，要建设现代农村公共文化服务体系。本文运用文献分析和数据分析等方法，在充分认识现代农村公共文化服务内涵的基础上，结合实际，分析我国农村公共文化服务体系的现状，同时分析了我国农村现代公共文化服务体系当前面临的现实困境与原因。通过借鉴国外经验，最后从政府，社会和农村及农民三个层面提出了对策和建议。33709

Abstract
Rural public cultural service system is an important part of building a new socialist countryside. With the development of the rural economy, the cultural needs of the rural masses is increasing, bu currently the serving of the rural public culture is relatively backward. After the Third Plenary Session of eighteen, rural modern public cultural service system has been referred to a new height. In this paper,with literature analysis and data analysis methods, and have a full understanding of modern public cultural service content, based on the analysis of the current situation of rural public cultural service system, as well as analysis of the problems of rural modern public cultural service system and the reasons for the existence of the current . By drawing on foreign experience. Finally, giving some suggestions from three levels the government, society and the rural areas and the farmers .

1.1 研究背景及意义
随着我国生产力水平的提高，人们的物质生活发生了巨大变化，基本实现了全面小康。人们在物质生活得到满足的情况下，对精神生活有了更大的追求。社会经济发展水平的不断提高,为我国农村的各项建设提供了物质基础。农村现代公共文化服务体系的建设也在逐步发展并取得了一定成果。但是从整体建设上来讲，农村现代公共文化服务体系仍然存在诸多问题，现实中的种种困境导致现有体系无法有效满足农村群众的文化需求，因而文化服务亟待改善来适应人们新的要求。
