摘要随着我国招生规模扩大，高校毕业生就业问题愈加突出，在此背景下，国家提出鼓励大学生休学创业的政策。在大学生休学创业政策实施过程中出现了组织管理缺乏、资源供给不足、绩效评估不到位、政策宣传不广等问题，亟需有关部门构建大学生休学创业政策实施的有效监管机制，加强大学生休学创业的支持性服务，完善大学生休学创业政策实施的绩效评估，培育大学生休学创业的良好社会环境等，有效促进大学生休学创业政策的顺利实施。51718
Along with the recruitment of students scale, the employment of university graduates increasingly prominent problem. On this background, Country to encourage college students drop out of school entrepreneurship policy are put forward. In the process of college students drop out of school entrepreneurship policy implementation, appearing the problems of lack of organization and management，resource supply, insufficient performance evaluation and policy propaganda not widespread, which are in urgent need of relevant departments of the construction of college students drop out of school entrepreneurship policy implementation of effective supervision mechanism, to strengthen college students drop out of school entrepreneurship support services, to improve the policy implementation of performance evaluation, to cultivate college students drop out of school entrepreneurship good social environment and so on，effectively promote the smooth implementation of the policy.

一、引言
（一）研究背景
自上个世纪九十年代以来，伴随着中国高等教育招生范围的扩大，高校毕业生就业越来越成问题，这些都对社会稳定、经济社会发展等产生了不利影响。我国每年有近千万人的就业需求，就业压力大。每到毕业季，高校毕业生都忙于寻找工作，无心学业，就业成为了大学生和高校面临的一大难题。在这一背景下，国家出台了相关政策，要求积极指导和鼓励高校毕业生到基层就业，增强大学毕业生的实践能力、创造能力以及创业能力，切实加强高校毕业生就业机制建设和提高就业指导服务水平等，大学生“休学创业”政策因此得到了国家关注和支持。
