摘要自2003年以来,我国也有多个省市开始引入政府雇员制,作为政府用人机制改革、引入高端人才的全新举措,使之成为提高政府行政效率和执政水平的重要措施。政府雇员制因其自身具有市场化、契约化、灵活性等诸多特点和性质,并且借助商业理论中的人事管理制度,对政府组织中的人员进行约束和管理,与传统公务员制度严重冲突。鉴于我国推行政府雇员制度过程中,由于缺少成熟的理论,且我国国情复杂,在实践中遇到很多问题。本文试图结合现有的我国学者关于政府雇员制度的研究,借鉴发达国家的实践经验,结合我国具体国情和实践经验,对政府雇员制进行更为深入的研究。采用文献分析法、内容分析法等研究方法分析我国政府雇员制在实践过程中遇到的问题,并提出具体的可行性建议,为完善我国的行政人事制度和制度创新提供参考。6优尔0

Title Problem and Countermeasures in the practice of the system of Government Employee in China
Abstract
Several provinces or cities have started to introduce government employees since 2003, as a new initiative of the government employment system reform and high-end talent, improving the administrative efficiency and governance. Government employees have the features, market, contracting, flexibility, restricting and managing the staff of the government organization,with the theory of HRM of business, and conflicting with the traditional civil service system. In the process of carrying out the system of government employee, lacking mature theory and the complicated situation of China, encounter many problems in practice. This paper attempts to study and research the government employee system deeply, in reference to experience of developed countries, combining with China's specific national conditions and practice experience and the existing research about the government employee system. To analyze the question of China's Government Employee System in question in practice, by means of literature analysis and The method of content analysis.ect, put forward the feasible suggestions and provide reference for Improving the system of personnel management and the system innovation in our government.
