摘要：2016的《中央国务院关于推进安全生产领域改革发展的意见》中进一步强调完善监督管理制度，有效减少安全事故和职业病死亡数，提升我国安全生产水平，体现了建立安全生产与职业健康一体化监管执法体制的重要性。本文查阅研究了我国目前监管执法体制的现状及存在问题，分析了一体化监管执法的必要性、紧迫性以及可行性。通过大量文献和资料确定了一体化监管的要素，以此提出了机构设置、职能定位和权力设置以及运行机制构成的一体化监管执法体制框架，并提出了具体可操作的运行机制，例如宣传培训一体化、执法检查一体化等。对法律需要修订的问题进行衔接整合为一体化监管提供法律保障，并以上海市安监局为例对体制及其具体运行机制进行了说明。74679
