摘要随着中国的发展进入改革的深水期，重大项目的实施所带来的影响已经无法以 表面压制的方式进行平复。重大事项社会稳定风险评估机制的建立，既是将评估关 口前移做好风险防范，也是从更为根源性的视角解决重大事项带来的不良影响。从 而更好的维护广大人民的利益，促进经济的永续发展。本文结合了邢台市社会稳定 风险评估机制实施的过程进行分析，认为重大事项社会稳定风险评估机制的政策实 施首先需要对全面深入掌握政策的文本内涵，其次要注意风险评估的合理性和科学 性，这是该项政策的核心所在，最后要注意一项公共政策的跨学科的意义的结合， 并从多个角度去弥补制度本身和实践过程中的不足。
