摘要在我国建立与发展失业保险制度20多年的历史进程中，该制度对社会的发展与进步起到了巨大的推动作用，发挥了其应有的功能和作用。但是，面对当前社会仍然突出严峻的失业问题及持续增长的就业压力，现行的失业保险制度暴露出了许多自身存在的缺陷及其在发展过程中的困境，制度的改革与创新刻不容缓。51348

因为受到传统思想理念和经济体制的影响，我国的失业保险工作的主要是满足下岗人员的基本生活保障方面，在制度的运行发展中出现失业保险覆盖面狭窄、失业保险金征缴困难，基金统筹水平较低、相关管理机制不合理以及失业保险制度不能有效促进再就业等问题。所以研究我国失业保险制度的发展历程和改革方向对我国促进社会课持续发展，保证的执政地位以及提高人民生活水平有着很大的意义。目前，一些发达国家的失业保险制度早已被实施了近百年，也有了近百年的经验，早已成为了一个较统一的体系。而我国的失业保险体系起步晚，没有较早的经验可以借鉴。因此，本文借鉴了发达国家的经验和教训并结合本国的国情对我国失业保险制度提出了一些建议。从我国制度的发展和改革的方向来看，我国的失业保险制度应该加强失业保险的再就业功能；扩大失业保险制度的覆盖面；提高失业保险的统筹层次等，来促进我国经济的发展，保障人民的生活，实现扩大就业的目标。

Evolution and Reform of the Unemployment Insurance System

Abstract

Establishment and Development of the unemployment insurance system 20 years of historical process in our country, the system of social development and progress has played a huge role to play its proper function and role. However, the community still face serious unemployment problems highlight the current and growing employment pressure, the existing unemployment insurance system itself exposed many shortcomings and difficulties in the development process of the reform and innovation of the system without delay.

Because the influence of traditional ideas and economic system, China's unemployment insurance work mainly to meet the basic livelihood guarantee for laid-off personnel aspect, there unemployment insurance coverage narrow running development system, the unemployment insurance collection difficulties, the fund overall level lower, unreasonable and management mechanisms related unemployment insurance system can not effectively promote re-employment. So the study of the unemployment insurance system development process and direction of reform for China to promote the sustainable development of class society, to ensure the party's ruling status and improve people's living standard has great significance. Currently, the unemployment insurance system in some developed countries have already been implemented for nearly a century, also has nearly a hundred years of experience, it has become a more uniform system. Moreover, China's unemployment insurance system started late, no earlier experience can learn from. Therefore, this paper draws on the experiences and lessons developed in conjunction with the national conditions of China 's Unemployment Insurance System made recommendations. From the direction of our system of development and reform, China's unemployment insurance system should be strengthened unemployment insurance, re-employment functions; 

expanding the coverage of the unemployment insurance system; improve the unemployment insurance co-ordination level, etc., to promote China's economic development, protect people life, to achieve the goal of expanding employment.
