摘要当前,社会城市化的程度在日益加深,社会经济得到迅猛发展,使得大量的农村人口逐步向城镇迁移,这就使得很多的农村宅基地闲置与浪费。在发展新农村统筹城乡规划上,农村改革成了关键环节,而在诸多改革制度中最为重要的一部分就是农村宅基地的流转问题,所以,对宅基地的研究就具有很现实的意义,本文主要的研究方向是农村宅基地流转的效应,着重分析流转之后可能会产生的积极影响,包括提高土地资源配置效率;增加农民财产性收入;有利于推进城镇化,建设新农村;为经济增长注入新活力;体现了社会的公平正义。可能会产生的消极影响包括对农村土地监管带来了严峻挑战;影响房地产市场稳定;导致地方政府土地财政损失;容易导致土地交易的投机倒把;导致农民权利受损。通过合理的制度规划和管理指导,让农村宅基地流转更好地发展,推动我国城乡经济一体化,服务好农民,服务好社会。72307
