摘要：本论文通过理论结合实践的方法，对通用电气全面预算管理案例的分析，为我国集团企业全面预算管理中存在的问题提出解决方法。全面预算管理是一种全面科学的管理方法，是一种对公司整体规划和动态控制的管理方法。全面预算通过将经营计划量化帮助管理者协调和贯彻企业的战略目标，在资源配置和内部管理两个方面帮助企业健全内部约束机制，提高企业管理和竞争力。所以，企业实行全面预算管理有助于合理分配资源，动态地调整战略规划，提升企业战略管理能力，保证企业健康持续发展。随着企业集团的形式越来越多成为了现代企业的组织形式，集团公司的全面预算管理也引起了广泛的关注。美国通用电器（GE）作为率先采用全面预算管理模式的企业之一，在过去的80多年发展中，卓有成效的实践了这一管理模式，稳居500强前列，并且是的多元化企业集团代表。通用电气建立在信息化平台，与业务流程系统一体化的全面预算管理模式值得许多国内企业借鉴与学习。本文在剖析通用电气预算管理案例的基础上，结合了前人对国内预算管理现状的研究结果，在分析中总结差异，希望帮助国内集团企业完善预算管理能力。8648

About Current Situation And Countermeasure Of Comprehensive Budget Management In Enterprise Group
ABSTRACT :Basing on analysis of the budget management of General Electric case, combing with the previous findings of domestic budget management, author aims to summarize the differences, and to help improve the budget management capabilities.The comprehensive budget management is one kind of integrated application management tool, which helps the enterprise to plan and control its operation in an all around way. The adoption o f the comprehensive budget management makes it easy to quantify and implement the strategic goal. So this scientific and efficient management is widely accepted. As the enterprise group has become the most common type of organization, the master budget of enterprise group gains wide attention. GE is regarded as one of the first to adopt a comprehensive budget management model enterprise in the past 80 years. Now it successfully ranks the 500 tops of the world. Besides, it’s the representative of the conglomerate. GE’s history of taking advantage of
information technology platform, many domestic enterprises and its so-called integrating work flow worth to be learned by many domestic companies.
