摘     要20世纪90年代初，东欧剧变、苏联解体，标志着两级对峙格局的终结。冷战结束后，美国对拉丁美洲社会主义国家—古巴仍旧采取一贯的“遏制政策”，通过强化经济封锁、外交孤立、意识形态的渗透等措施企图达到颠覆卡斯特罗政权的目的，但是美国对古巴的制裁并未取得预期的效果。2008年之后，奥巴马总统开始上台执政，由于美国外交战略的调整、拉丁美洲形式的变化以及古巴自身不断改革与发展等原因，美国与古巴两国之间的关系出现缓和的趋势，主要表现在两国官方互动频繁、恢复外交关系等方面。但是，美古关系“破”易“立”难，美国与古巴在很多实质性议题上还存在着诸多分歧，未来两国是否能够摒弃冷战思维，做到合作双赢，还有待商榷。90057

In the early 1990 s。 The radical change of Eastern Europe and the collapse of the Soviet union mark the end of the two-stage pattern of confrontation。After the cold war the United States still take consistent "containment policy" to the socialist countries in Latin American—Guba。The United States want to achieve the purpose of upset the castro regime by strengthening economic blockade, diplomatic isolation and ideological infiltration measures。 But the U。S。 sanctions against Cuba did not obtain the expected effect。 Obama came to power in 2008。 As a result of the American foreign strategy adjustment, the change of form in Latin America and Cuba itself continuously reform and development,the relationship between the two countries begain to ease。 Such as:The frequent interaction between the two countries official, restore diplomatic relations, etc。 However, the ancient relationship "broken" easy "made" difficult。 The United States and Cuba have a lat of difference in some substantive issues。 The future of the two countries can abandon cold war thinking, achieve win-win cooperation, also open to question。
