Britain is the earliest country bringing forward creative industry in name of government, and creative industry has become the important component of its domestic industries. In the background of economic globalization, creative city was a new kind of urban form and development mode promoted by industrial moving and industrial upgrading, with urban regeneration and the rise of creative industry. There was intimate relation among creativity, creative industry and creative city, and creativity was the foundation of creative industry and creative city. Creative industry was the economic engine of creative city’s making and development, and creative city was the spatial foundation of creativity’s appearance and creative industry’s rise. There were some similarities between the rises of creative industry and creative cities, besides the creativity of inner of this industry, and it was impartial with government’s policies, industry’s upgrading, educational system, theoretical studies and renewal of cities yet.

The experience of Britain’s creative cities and industries’ rise provided good revelation for our country: to definite the relationship between creative industry and creative city, and to construct the innovative system of cities that suits for the local circumstances; by the means of governmental intervening and cities’ innovative construction, to give the supports of space and policies to creative industry’s rise; depending on the promotion of creative industry and the creativity’s leading-in, to provide the urban development with economic.

摘要以创新驱动发展，建设具有全球影响力的科技创新中心，上海要把握这一时代大机遇，需要国际化的视野、睿智的眼光和高屋建瓴的谋划。放眼全球，搜寻活力迸发的创新国家、城市和区域，很多人脑海中第一个跳出的经典参考样板是英国。

英国是世界上第一个提出“创意产业”概念的国家，也是第一个利用公共政策推动文化创意产业发展的国家。英国首都伦敦创意都市文化建设走在世界前列，如何制定切实可行的文化政策、打造具有影响力的文化品牌、如何利用文化创意促进经济发展，对正在向全球科创中心迈进的上海来说，英国伦敦是一个很好的参考样板。

伦敦在文化发展方面的历程和经验教训，或可作为城市文化发展的一个有价值的借鉴。通过分析伦敦城市文化发展的经验教训，可以更好地梳理上海城市文化的发展思路，促进上海创意经济的发展。
