摘要城市园林绿地是指能够改善、保护生态环境、美化城市环境的绿化用地，同时可 以为周边生活的居民提供游戏、休闲、娱乐场所。而园林绿地又由于地势开阔平坦、 基础设施完备、安全性和可达性较高以及与居民的生活联系紧密等的特点，在公共安 全中扮演着不可或缺的重要作用。当城市或者公众受到安全威胁的时候，从人们无序 避难开始到有组织的救援和疏散，以及居民集中临时生活和恢复重建等一系列的过程 中，园林绿地的重要功能便体现了出来：它承担着防灾、减灾、避灾的应急功能，也 可以成为紧急避难场所，可以成为紧急集合地，可以成为空中救援指示标志，可以抚 慰人的心灵在紧急情况下所造成的创伤。最重要的是，它可以在安全事故发生之后， 调节被破坏的生态环境，生态系统的自我修复功能才是最有效、最彻底、最安全的恢 复方式。83684
