摘  要：随着网络时代的到来，网络日益成为公众表达利益诉求、获得社会关注的便捷渠道和最佳选择。现如今，网民参政、议政、网络问政成为政治生活不可或缺的一部分。同时网络民意的形成与发展给政府的公信力也带来了潜移默化的影响。针对网络民意诉求的方式、途径以及政府相关部门对网络民意的重视程度对政府公信力所产生的不同效应，本文着重通过理论与实际相结合，提出一系列网络民意下政府公信力提升的途径，从思想上、法治上、政策上对提升政府公信力给出了一些较为可行的建议。71646

The path of improve the government's credibility under the network public opinion 

Abstract:With the advent of the era of network, the network has become a public expression of interests, convenient channel access to social attention and the best choice. Nowadays, Internet users participate, town hall, network asked administration become an indispensable part of political life. At the same time, the formation and development of network public opinion to the subtle influence of the government's credibility also brought. For ways and methods of network public opinion demands as well as the relevant government departments on the importance of network public opinion on the government's credibility of different effect, this paper through integrating theory with practice, put forward a series of network public opinion under the way of the government credibility ascension, on thought, rule of law, policy, to enhance the government credibility on some of the more feasible suggestion is presented.

进入21世纪，网络技术每天都在更新与发展。网络技术的发展拉近了民众与政府的距离，无论是了解国家大事，政府的政策规章，还是对社会生活中的奇观逸闻发表评论与看法，网络的力量无处不在。这时候，作为非主流民意表达的网络民意也就应运而生。人们通过网络即时地对社会生活中发生的事情进行评论，发表看法与提出建议。当某个热点议题引发大多数网民的关注时，网民们的意见和看法就会汇聚与整合在一起，形成一种不可忽视的潮流和趋势，代表大多数网民的利益和需求，使得这个议题引起更广泛的关注。包括引起新闻媒体和政府的重视，而政府的关注乃是重中之重。论文网
