摘要：自党的十八大报告正式提出“新型城镇化”这一概念以来，政府和社会都顺应时代发展而更加关注城市化进程中的各个要素的协调分配和以人为本的全面发展。泰州市位于长江经济带，在城市化过程中已经有了初步的成果，而面对新型城镇化道路中以人为本的核心，泰州市在住房保障上还有着一定程度上的困境，这也成为了延缓泰州新型城镇化发展的因素之一，住房保障作为最基本的社会保障，把住房问题解决好，才能为新型城镇化提供有力的支撑。本文主要采取文献研究法和演绎分析法，重点对泰州市新型城镇化发展下城市和农村住房保障现状进行分析，并根据其中所存在的问题提出相应的对策，以促进农村人口平稳向城市人口转变，促进新型城镇化健康发展。93463

    改革开放以来，随着工业化和城市化进程的加快，农村人口大量涌入城市，住房需求急剧增加，房价上涨迅速，加之收入分配不均，使得城镇住房供需矛盾日益突出。“十八大”新型城镇化的提出，要求核心是人的城镇化，关键是提高城镇化质量，实现城镇居民生活水平的提高，与城镇建设发展共同进步，让城镇所有人口共享城镇化的发展成果。[1]同时新型城镇化的推进，城镇人口数量增加，住房困难问题无疑成为当前新型城镇化所带来的最尖锐的问题。城镇中高收入和和中等收入群体大多可以依靠自己的力量解决住房问题，而中低收入群体、外来务工人员和新就业大学生的住房问题则需要依靠政府的帮助，农村中，住房质量逐步提高，但仍缺乏相关制度保障，危房改造工程进展缓慢。面对新形势，泰州市住房保障必须根据民众对住房的实际需求，以人为本，不断地进行调整、完善，以有效解决其基本的居住需求。
