摘 要: 自2010年开始，我国就已经启动并逐步实施农村土地确权登记颁证工作，但因土地确权矛盾纠纷多，实施难度大，到目前为止仍未完成土地确权工作。基于此，本文以海安县为例，探究了土地确权纠纷的原因和解决途径。主要基于海安县的确权现状 ，分析了海安县的确权矛盾的主要原因在于颁证工作不到位、原有承包法和现行土地法相矛盾，土地流转中的他项权益再分配不合理，并阐述了相应的解决途径，包括做好土地承包经营权确权颁证工作、结合国情和现行法律适当修改《土地承包法》、制定指导性权益分配原则和加强土地权属争议调处。只有及时解决土地确权矛盾，才能有效推进土地确权工作的进度，有力维护农村基层的和谐稳定、邻里和睦。93782

1  前言

土地确权指承包权、使用权、经营权的确认，能够更清晰和直观的了解土地利用状况的空间格局，体现出农民集体依法享有的土地财产权，真正有效保护农民的合法权益，并且土地确权工作还能够清楚农村土地的使用现状与变化，减少农村土地权属纠纷，有效地维护农村社会的和谐和稳定，妥善解决各种土地纠纷，强化农民特别是全社会的土地物权意识，为城乡地政统一管理奠定基础。
