摘要：由于能源量的减少和环境污染的加重，节能减排变得越来越重要。宝钢不锈钢作为大型耗能比较高的国有企业，应该承担起节能减排的重任，同时也应该开展更多的节能项目。而合同能源管理作为创新的节能运作模式，国外更早地进行实践，技术也比较成熟，实施合同能源管理不但对公司的节能减排工作有很大帮助，而且还能提高经济效益。因此合同能源管理的实施在一定程度上完全可以达到应对节能的需要和对环境保护的目的。本文介绍了合同能源管理的基本概念以及国内外合同能源管理发展的历史，接着对项目的风险做了分类同时也列出一些优势和劣势。重点介绍宝钢不锈钢公司应用合同能源管理的项目的现状，对可能出现的风险进行了分析，最后对减小合同能源管理的风险提出了建议。50521

Research on risk identification and control of stainless steel contract energy project in Baosteel
Abstract：Because of the reduction of energy sources and the aggravation of environmental pollution, energy saving and emission reduction has become more and more important. Baosteel stainless steel as a relatively high energy consumption of state-owned enterprises, should assume the responsibility of energy conservation and emission reduction, but also should carry out more energy saving projects. And contract energy management as innovative energy-saving operation mode, foreign earlier practice, technology is relatively mature, the implementation of the contract energy management not only for the company's energy-saving emission reduction work are of great help, but also improve the economic benefit. Therefore, the implementation of contract energy management to a certain extent can achieve the needs of energy conservation and environmental protection. This paper introduces the basic concept of contract energy management and the history of the development of contract energy management at home and abroad, and then classifies the risk of the project as well as some advantages and disadvantages. This paper focuses on the present situation of the project of energy management in the application of stainless steel in Baosteel, analyzes the possible risks, and finally puts forward suggestions for reducing the risk of contract energy management.
