    摘要 随着知识经济的发展和现代科学技术的进步,世界各国都高度重视有创新精神和创新能力的人才培养。教育部在二十一世纪人才培养计划中提出:针对国家创新体系的发展,培养一批具有创新能力的高层次人才。创新能力是国家创新人才最基本的素质,培养创新人才将增强国家自主创新能力,建设创新型国家。,在中国高等教育不断扩招发展的情况下,我们的学生迫切需要提高创新能力,这是国家科学和教育发展的的必然选择,更是国家储备人才战略的实施重点。

      创新能力是指人们所反映出的在创新活动中体现的创新潜力,并在此过程中产生新思想,提出新的方式,建立新的理论,并形成新的设计能力,创造新的业绩及新知识。如何建立科学、系统的综合创新能力模型和评价指标体系,是综合评价大学生的创新能力主要评判标准。在解决以上问题的基础上,分析影响学生创新能力的诸多因素,考虑大学生自身发展潜力,激发学生的兴趣,从多角度、多层次的来建立评价指标体系,它能准确地反映学生的创新水平,实现“以评促发展”为目的的人才战略。51601

    Abstract   With the development of knowledge economy and the progress of modern science and technology, all countries in the world attaches great importance to the innovation spirit and innovation ability of the cultivation of talents. Vibration, the ministry of education in the education facing the 21st century action plan are put forward: the aim of national innovation system, to train a group of high level talents with innovation ability. Innovation ability is the creative talents should have the basic quality, cultivate and improve college students' innovation ability in our country is strengthening national capacity for independent innovation and building an innovative country strategic moves, is the key to the development of higher education in China from scale expansion to quality improvement of the urgent need of the science and education is implemented, the inevitable choice of the strategy of reinvigorating China through human resource.[1]

       Innovation ability refers to people's creative potential in innovative activities. Is people to generate new ideas, come up with new ways to build the new theory, the formation of new design, make new achievements, create new knowledge the ability of [2]. How to develop the innovation ability of scientific, systematic and comprehensive model and evaluation index system, is the basis of the comprehensive evaluation on college students' innovation ability and the problem to be solved in the first place. There are many factors that can affect college students' innovation ability, and the structure is complex, want to consider the characteristics of college students own intellectual ability is limited, and can lead to students' interests, from multiple perspectives and multiple levels to build the evaluation index system, can accurately reflect the innovation level of college students, achieve the goal of "promoting development through evaluation" .
