摘要小城镇建设是我国一直以来的战略措施，也是实现全面小康的重要措施。改革开放以来，我国小城镇的建设虽然经历了高速的发展，取得了积极的成果，但同时也存在着许多问题，阻碍着小城镇的发展。目前，小城镇普遍存在着城镇规划不合理、城镇规模普遍较小、农民进城就业难、公共品的供给不足、经济活力较差等突出问题。为此，有必要制定科学合理的城镇规划，规范城镇规模，完善城镇建设中的社保体系鼓励城镇产业经济发展，以促进城乡之间的要素合理的流动，使得资源配置达到最大化，实现城乡经济、社会发展的协调。51763

Predicament and Countermeasures for the Construction of Small Towns
Abstract Small Towns is a coherent strategy advocated the CPC Central Committee since the reform and opening up, the full realization of the new era is an important measure of well-off. Since reform and opening, the construction of small towns while undergoing rapid development, and achieved positive results, but there are also many issues that hinder the development of small towns. In the development of small cities and towns, due to its special environment in which the emergence of urban planning and inadequate, generally small-scale urban farmers working in cities is difficult, insufficient supply of public goods, shortage of funds and other outstanding issues.
