摘要在我国经济发展过程中，形成了以开发区为主导的经济发展方式，发挥了经 济快速增长的重要引擎作用。同时，开发区也成为城市空间和功能拓展的主要载 体。但是开发区发展的瓶颈越来越突出，亟待实现转型升级发展。调查发现：江 宁经济技术开发区出现了产业功能单一，增长模式粗放，公共服务不完善等一系 列的问题，开发区转型发展是唯一的突围之道。论文从功能定位、产业战略、管 理模式等方面提出了江宁经济技术开发区转型发展的方向与定位。并结合园区发 展现状，以目标和问题为导向，提出了江宁技术开发区转型发展的对策建议，即 处理好产业发展与城市化的关系，强化园区综合服务功能，协调好土地资源相关 利益体系，优化园区生态环境建设，提升宜商宜居品味。69086

Abstract

In the process of China's economic development, the formation of the to the development zone as the leading economic development, established in 1984, the first group of 14 state-level Economic Development Zone start, Jiangning Economic and Technological Development Zone is become early one of the state-level development zones. After entering in twenty-first Century, Jiangning economic and Technological Development Zone in order to seek their own continuous development, to adapt to the new development situation, to speed up the pace of development, breaking the traditional single industrial functional areas of the development of ideas. Jiangning economic and Technological Development Zone through the urban living function of the implant, the direction of the city's new urban development. So the transformation and development of development zone has become a universal phenomenon and trends, development zone to rough growth model triggered a new contradictions and problems, especially in the industrial development and spatial function, and ecological security faced with the transition. In the current development trend of new industrialization and new urbanization collaborative development, the development zone as a new economic growth point of the city, as an important driving force for the city and the main carrier.
